“Despite booming demand and record prices, Russia’s oil industry faces problems

WHEN the price of oil reached another record on May 6th, of over $122 a barrel, analysts pointed to attacks on pipelines in Nigeria and turmoil in Iraq as the immediate causes. Even small disruptions to supplies from such places can cause the price to jump, since only Saudi Arabia has the capacity to replace the lost production, and it does not seem inclined to do so. But to understand how supplies became so scarce in the first place, one must look at the state of the oil industry in Russia, the world’s second-biggest producer.

Over the past seven years, according to Citibank, Russia accounted for 80% of the growth in oil production outside the Organisation of the Petroleum Exporting Countries. The increase in its output in the early part of the decade matched the growth in demand from China and India almost barrel for barrel. Yet in April, production fell for the fourth month in a row. It is now over 2% below the peak of 9.9m barrels a day (b/d) reached in October last year. Before that, the growth in Russia’s output had been slowing steadily, suggesting that the drop is not a blip. Leonid Fedun, a vice-president of Lukoil, a local oil firm, says Russia’s production will never top 10m b/d. The discovery that Russia can no longer be relied upon to cater to the world’s ever-increasing appetite for oil is naturally helping to propel prices to record levels.”

Engineer positions

Our client is a leader in packaging solutions, and they are seeking driven and proactive individuals for the following positions:

(1) PROCESS ENGINEER

Responsibilities:

  • Establish and maintain process control systems.
  • Collect and analyse data, as well as ensure quality compliance and order fulfillment.
  • Define SOP (Standard Operating Procedure) and WI (Work Instructions) for the process.
  • Follow up on data collection and work with process leader and liaise with other support groups to implement solution and facilitate training.
  • Lead/participate in TPM activities and drive for continuous improvement.

Requirements:

  • Degree/Diploma in any Engineering discipline
  • At least 2 years’ experience in process engineering in the manufacturing industry.
  • Computer literacy is essential.
  • Strong analytical skills and good knowledge of SPC and/or TPM will be added advantages.

(2) PROJECT ENGINEER

Role:

  • Follow up on projects to derive solutions in order to eradicate failure modes in machines and equipment.
  • Execute startup and commissioning of machines and equipment.
  • Lead/participate in TPM (Total Plant Maintenance) activities and drive for continuous improvement.

Requirements:

  • Degree in Mechanical or Industrial & Systems Engineering
  • At least 3 years’ experience in process engineering in the manufacturing industry.
  • Candidates from F&B and FMCG industries will be preferred.
  • Strong analytical skills and good knowledge of TPM

(3) MAINTENANCE ENGINEER

Responsibilities:

  • Oversee state of art production equipment and ensure that they are operating at optimal condition.
  • Equipment troubleshooting, preventive/predictive maintenance tasks.
  • Drive continuous improvement activities with Failure Pareto Analysis.
  • Define and lead various programs such as Total Plant Maintenance, Cost Reduction Programme and Continuous Improvement Programme.
  • Conduct training for technicians and other new equipment users
  • Liaise with vendors and other factories worldwide during new equipment installation and transfer.

Requirements:

1. Degree in Electronics/Electrical engineering or equivalent

2. At least 3 years’ experience in high volume, highly automated manufacturing environment.

3. Relevant skills and knowledge of Scada, PLC, Profibus, motors and drives is highly advantageous.

4. Possess initiative to handle improvement and upgrade activities.

5. Fluency in reading electrical and electronic schematic diagrams.

6. PC skills like MS Office are essential.

7. Knowledge of pneumatics, hydraulics and TPM will be added advantages

Base Operations Manager [CLOSED]

Responsibilities:

The key responsibilities would to be to manage the service department in turning around rental equipment such as power generators, loadbanks, transformers, temperature control equipment in the most efficient and reliable way to assist in preparing equipment and ancillaries for sites. Other key responsibilities include:

  • Ensure the turn around of equipment to the company’s standard of rental readiness in the most efficient and reliable way.
  • Ensure that the service team executes and deliver projects for Singapore depot and that they are mobilised, commissioned, installed, decommissioned and demobilised in accordance to company standards & procedures.
  • Assist in the fleet management to maximise utilisation rates in line with corporate objectives.
  • Manage a service team in the repair, maintenance, service and field support of the company’s range of equipment.
  • Implement and manage a good record system to track movement and performance of equipment and spares to minimise downtime and costs.
  • Maintain a high QHSE level in line with good market practice and corporate objectives.
  • Promote good housekeeping of depot and Asia Hub at all times.
  • Provide support and coordination for AIPP operations from Singapore depot as and when needed.

Requirements:

The successful candidate will have 5-8 years of relevant experience or previous experience with Cummins and/or Scania Diesel Generator engines, AC & DC Resistive Reactive Loadbank and HV experience. A recognised qualification in Electrical Engineering, ability to work long hours in demanding conditions and ability to use spreadsheet calculations and MS Word would be advantageous. Managing a team would be part of the role.
